What should the U.S. do regarding Iraq?

When a street gang takes over a neighborhood, or a violent crime syndicate moves in on a legal industry, do we let them go about their business and say as long as they only murder and steal from innocent people in that industry or in that city or state etc. we should contain them and allow them to do so. If they have shown they will never stop trying to expand, should we leave them alone so as not to stop them from arming and preparing for expansion And no matter how many times they lie and are allowed to do more damage, should we say "Hey, we need to give them one more chance because we might get hurt trying to stop them." And only if they actually threaten us personally should we take any risk. However let's hope the people we need to help us at that time are not as near-sighted and selfish as we are, or they may not help us, just as we didn't help them, because they might get hurt. I wonder how many millions of innocent people would not have died and suffered if we did not listen to Chamberlain prior to WW 2 when he wanted to keep giving Hitler 1 more chance. Macro is always the exponent of micro. I'm sure if we made murderers promise not to do it again we could save alot of $ on prisons, just as Saddam would let inspector in without threat of military force, right? And just as Saddam will disarm without threat and carrying through of military force.(just like the last 12 years) I pray Saddam will go into exile or his army will abandon him, but without absolute confidence that we will follow through and protect them, they would be committing suicide and sign a death warrant for their families.(I hope my prayer is answered) Principle is doing, not just saying. It doesn't matter if it's Hitler, Stalin, Saddam,Milesovic, Amin, Mugube, Gotti, Capone it's always the same, just different time and location. Certain people will take all they can, any way they can, as long as they are allowed to. I believe it's a kind of mental illness, but that doesn't justify it or allow for civilization to not stop it.
